The Company
The Energy Regulation Board (ERB) is a statutory body established under the Energy Regulation Act No. 12 of 2019 to regulate the energy sector by licensing undertakings and ensuring consumers receive a quality service at an equitable price while ensuring a reasonable rate of return to the energy utilities.
Job Offer
The ERB now seeks to recruit a suitably qualified and experienced Zambian to fill the position of DIRECTOR LICENSING.
Job Purpose
- Coordinates processing of new license applications and renewals from prospective investors and existing undertakings in the energy sector to ensure they are in compliance with the legal, technical and financial framework before recommending to Board for approval.
- Monitor emerging trends in the energy sector in order to formulate policy and strategy in the review and development of relevant licenses.
- Develop and implement a transparent licensing framework in compliance with the energy regulation Act No.12 of 2019 and relevant licensing regulations.
- Ensure that License and permit applications are processed within the timelines stipulated in the Energy Regulations Act and the set ERB Service Level Agreements
- Maintain an up-to-date licensing database to monitor and track licensed activities.
- Formulate assessment criteria for the issuance of relevant permits and Licenses to applicants in the energy sector within the framework of relevant statutory regulations and established standards
- Implement the E-licensing module to streamline the licensing process and to ensure the integrity and safety of all records and documentation associated with licensing, authorization, and compliance and are stored in a secure manner.
- In conjunction with other relevant departments ensures compliance with license conditions and prepares and generate reports for decision-making by the Board.
- Ensures timely preparation of gazette notice for public notification in the Government Gazette as required by law,
- Ensure departmental participation in institutional budgeting, preparation of the departmental budget, control expenditures, adhere to procurement regulations, monitor the execution of institutional Strategic Business plans and development of departmental work plans
- Supervises and monitors the conduct of all Departmental staff, enforces discipline and compliance to institutional core values, sets staff performance targets and monitors the execution and ensures continuous professional development plans

Minimum Qualifications
- Grade 12 School Certificate or equivalent
- Bachelor’s Degree in Engineering/Economics/Law.
- A Master’s Degree in the relevant discipline will be an added advantage.
- Membership of relevant professional body
- Ten (10) years post-qualification experience of which six (6) years must be at the Senior Management level in a reputable Organization.
