The Energy Regulation Board (ERB) is a statutory body established under the Energy Regulation Act No. 12 of 2019 to regulate the energy sector by licensing undertakings and ensuring consumers receive a quality service at an equitable price while ensuring a reasonable rate of return to the energy utilities.

Job Purpose
The Director of Consumer and Public Affairs primary role is to direct and coordinate public affairs functions in order to safeguard consumer interests and project a positive image of the Energy Regulation Board to all stakeholders and the general public.
Main Duties and Responsibilities
- Ensure constant and timely stakeholder engagement, develop and implement strategies to foster a positive image of the ERB and bring on board stakeholder participation.
- Plan, develop, implement and review strategies, programmes and activities in light of energy sector trends and consumer complaints and recommend appropriate stakeholder interventions.
- Identify key stakeholders of the ERB and recommend measures through which to establish and maintain mutually beneficial relationships, and advise management and the Board on strategic partnerships.
- Establish and maintain good media relations through various engagements thereby creating mutual trust and cordial relationships.
- Design reporting systems to effectively capture and analyse consumer trends, the impact of ERB programmes, policies on consumers and public perception.
- Coordinate Consumer Councils activities, review operating and reporting
- guidelines, monitor the performance of consumer councils across the country and improve accessibility to ERB by consumers in outlying areas.
- Ensure the establishment and effective performance of robust consumer complaints handling procedures aimed at expeditious resolution of consumer complaints within the Service Level Agreement, and ensure regular contact and engagement with service providers and consumers.
- Oversees proper Corporate branding of the ERB, and projects its Vision through various public relations activities.
- Ensure departmental compliance through participation in institutional budgeting, preparation of the departmental budget, control expenditure, adhering to procurement regulations, develop and monitoring the execution of institutional Strategic Business plans and departmental work plans.
- Supervise and monitor the conduct of all departmental staff, enforce discipline and compliance to institutional core values, set staff performance targets and monitor execution and ensure continuous personal and professional development plans

Minimum Qualifications
- Grade 12 School Certificate or equivalent
- Bachelor of Arts in Mass Communication or related discipline
- A Master’s Degree in Mass Communication or in a related field will be added advantage
- Membership of a recognized relevant professional body
- Ten (10) years post-qualification experience of which six (6) years must be at the Senior Management level in a reputable Organization.
