Development Aid from People to People (DAPP), is a locally registered NGO engaged in development projects, in all the provinces of Zambia, in the fields of education, health, agriculture and other poverty alleviation programmes. DAPP seeks to employ a Monitoring & Evaluation Officer.

The position is tenable in Choma.

Project Overview and role:

  • The position will support the monitoring, evaluation and learning (ME&L) needs of Zambia Family’s Data, informatics and Analytical Solutions practice with specific reference to orphans and vulnerable children programming.
  • This will include but not limited to development and implementation of study/ assessment protocols/terms of reference and project performance monitoring plans.
  • M&E capacity building and proposal writing
  • The provincial M&E will work closely with the Deputy Chief of Party and other program staff to ensure that program activities are well implemented and sufficiently documented.

Duties and Essential Job Functions

  • Act as project manager at provincial level for OVC related M&E activities and projects, with budget and staff management responsibilities as appropriate
  • Contribute to business development by leading proposals related to M&E and developing M&E Plans for proposals to USAID and other donors
  • Lead / contribute to the design of study protocols / terms of reference for assessments / evaluations / research studies on topics affecting / projects for OVC
  • Lead / contribute to the design and implementation of M&E systems at the national, sub-national and project level, including indicators, tools and databases
  • Lead / contribute to the design and implementation of M&E-related assessments and the national, sub-national and project level, such as referral system assessments, data quality assessments, and case studies
  • Lead / contribute to efforts to improve data quality at national, sub-national and project levels
  • Lead / contribute to efforts to improve data use at national, sub-national and project levels
  • Supervise and build capacity in Data Entry Clerks for OVC programs through designing and implementing training workshops, coaching and mentoring
  • Work with multiple staff, partners and USAID to achieve goals
  • Develop and manage budgets, as required
  • Manage provincial M&E staff, as required.

Required qualifications

  • Minimum of a first degree in Statistics, Mathematics, Demography, Public Health, Development studies , Education, Public Policy/Administration or related field
  • At least 5 years professional experience in monitoring, evaluation and research of USAID funded public health programs, with a preference for experience HIV/AIDS, OVC, and other vulnerable populations or related field
  • Demonstrated experience developing and implementing PMPs or other results frameworks, and reporting, with preference to candidates with PEPFAR reporting experience
  • Clear experience in assessing and improving data quality
  • Familiarity with OVC and community based information systems and electronic platforms for data capture and management, and the strengths and challenges of these
  • Demonstrated skills in capacity building through technical assistance and coaching both face-to-face and at a distance
  • This includes strong skills in public speaking, and delivering trainings and workshops
  • Experience in assessing and strengthening data quality
  • Experience in strengthening the demand for data and facilitating the use of information in the decision-making process
  • Demonstrated experience in project management, with budget and staff management experience
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a limited timeframe
  • Ability to bring together colleagues and external stakeholders diplomatically and effectively
  • English language skills strongly preferred
  • Willingness to travel up to 25% within the province and National headquarters
  • Familiar with PEPFAR reporting Systems such as DATIM, statistical software such as SPSS, STATA and experienced in USAID funded projects including activities such as conducting SIMS will be an added advantage.
