Background Catholic Relief Services CRS is currently seeking applications from qualified Procurement Officer candidates for a USAID-funded Scaling Up Nutrition Technical Assistance (SUN TA) contract in Zambia. The maximum amount and duration of the award is $75 million dollars for seven-years (four years, with two optional eighteen month, at the discretion of the donor). This activity is expected to provide multi-sectoral, layered, high-impact technical assistance coupled with targeted, cost effective, evidence-based direct implementation to reduce stunting in targeted districts. The SUN TA activity will be responsible for need-based technical capacity strengthening for National Food and Nutrition Commission (NFNC) and line ministries, at national, provincial and primarily at the district level. This will include capacity building in the development of annual work planning and costing of nutrition priority activities and interventions, mentoring regarding implementation of the activities by the line ministries, progress reporting, advocacy and governance strengthening, learning, and monitoring and evaluation. It will also include direct implementation to address time-sensitive gaps in programming. This activity will work initially in a minimum of 30 districts in Zambia, with the potential to increase the geographic scope in future years.

Position Summary

The procurement Officer will report to the Director Operations/Finance and position will be based in Lusaka.

o S/he will coordinate local procurement activities and processes to acquire goods and services in support of the delivery of high-quality programming to the poor and vulnerable.

o S/he will be knowledgeable and experienced to successfully coordinate the quality and efficiency of procurement and purchasing activities and ensure stewardship, integrity, transparency, and accountability.

Key Responsibilities

o Coordinate fully compliant procurement systems and operating procedures. Assess effectiveness and efficiency and recommend improvements. Contribute to ensuring compliance with CRS procurement principles, standards, and policies, donor regulations, and local statutory requirements;

o Coordinate within the Program to develop and maintain an up-to-date procurement plan with all quantities, quality and delivery requirements for goods and services. Provide pricing information to assist budget holders with budget preparation;

o Coordinate the sourcing process and perform various activities to assist with ensuring the best value for money: market research, cost estimates, solicitation documents, bidding process facilitation, supplier identification and research, quality and availability of goods assessment, negotiation, contract/purchase order and other documents preparation;

o Communicate with other operations units to coordinate and track goods/services delivery and receipt and keep everyone informed of the status. Collect information to confirm that goods/services delivered are what have been ordered in the correct quantities and quality, they arrive on schedule and at the right cost;

o Maintain correspondence and constant contact with suppliers to follow up on the execution of contractual terms and conditions, and handle issues if needed. Monitor and report on supplier performance, noting current and/or potential issues and/or inefficiencies and assist with contract/purchase order modifications;

o Maintain transparency within the procurement process through ensuring a complete, accurate and up-to-date document trail of all procurement processes, vendor files, procurement and inventory database to assist with control and accountability; and

o Prepare reports and facilitate document retrieval.

Qualifications

o Diploma in Purchasing and Supply or Procurement

o Member of Zambia Institute of Purchasing and Supply

o Minimum of two (2) years work experience in procurement/purchasing management, logistics, administration, preferably with an international organization

o Knowledge of USAID donor procurement regulations

o Knowledge of international and national procurement regulations and local market conditions

o Knowledge of contract terms, as well as a proven ability to successfully complete purchase orders against specifications

o Proficient in MS Office package (Excel, Word, PowerPoint), experience with database management systems (e.g. MS Access) highly desirable.

o Planning and coordination skills and ability to prioritize competing priorities effectively

o Analytical skills with ability to make independent judgment and decisions

o Proactive, results-oriented, and service-oriented with focus on meeting customer needs

o Ethical conduct in accordance with recognized professional and organizational codes of ethics

o Good negotiation, communication, and relationship management skill
