The Ministry of Commerce, Trade and Industry is inviting suitable applicants to fill two (2) positions in the Regional Integration Capacity Building (RICB) Project financed by the European Union from the 10th European Development Fund (EDF) under the Regional Integration Support Mechanism (RISM) and the COMESA Adjustment Facility (CAF). The total grant funding period is twelve (12) months and the overall objective of the project is to support Zambia’s participation Agenda with key focus on the leather and cotton/ textile value chain. The Ministry, therefore invites applications for the following positions:-

Purpose of the Job

Lusaka April, 2018 Project Coordinator

• The job entails providing financial, administrative and clerical services in order to ensure effective, efficient and accurate financial and administrative operations of the Project.

Duties and Responsibilities

• The Finance Officer shall perform the following functions:

• Financial management and reporting of the PIU in respect of all the rules and procedures and grant agreement;

• Bookkeeping and records management for the PIU accounts;

• Prepare financial monthly, quarterly and annual reports as and when required;

• Prepare for annual audits and expenditure verification missions and ensure timely responses to audit queries and also provide institutional support to audit;

• Manage the procurement aspects of the project from inception up to contract completion, provide the needed technical support and guidance in all stages of the procurement cycle;

• Develop and update project procurement plan on a regular basis and implement the procurement plan for goods, services, and consultants;

• Prepare documents required to facilitate project operations, including Requests for Expressions of Interest, Procurement Notices, Bidding documents, Tender Evaluation Reports, Contracts, and other related documents;

• Ensure all project procurements are compliant with procedures, timely, and cost effective;

• Ensure prompt payment of suppliers;

• Collaborate with other PIU staff in preparing budgets and activity plans;

• Maintain project Asset Register by ensuring that all assets are recorded and labelled;

• Check all payment vouchers for accuracy and support documentation;

• Ensure timely preparation of bank reconciliation statements;

• Monitor and ensure timely responses to financial management questions raised in the course of project implementation;

• Establish a central financial management filing system;

• Prepare performance reports for budgetary control purposes;

• Monitor the budgetary application of funds by the PI U to ensure adherence to the work plans and approved budgets;

• Perform any other duties that may be assigned from time to time by the Project Coordinator/ Manager;

• Maintain and facilitate insurance for all project assets; and

• Maintain a risk management framework.


• Full Professional accounting qualification such as ACCA, CIMA, CIPFA, ACA ,CIA or equivalent

• Full grade 12 certificate;

• ZICA membership; and

• A professional qualification in Purchasing and Supply will be an added advantage.

Professional Experience and Skills

• Five (5) years’ experience in Finance and Accounting public or donor financed projects;

• Experience and understanding of EDF Procedures;

• Sound understanding of budget preparation processes and donor related financial reporting;

• Excellent organizational skills including ability to track/monitor simultaneously; (e) Good communication skills – both oral and written;

• High proficiency in the use of Accounting Software; and

• Strong interpersonal skills
