Job Purpose

Responsible for overseeing the implementation the Country Office’s strategic objective on Social Protection and Disaster Risk Reduction (DRR), specifically focused on capacity strengthening, to help strengthen social safety nets that address the basic food and nutrition needs of vulnerable Zambians throughout the year, including in times of crisis.

Key Accountabilities

Drive the implementation of WFP Zambia Country Office Social Protection and Disaster Risk Reduction (DRR) portfolio, specifically oversee implementation of WFP’s support to the Government Social Safety Nets and Disaster Risk Reduction programmes.

Serve as focal person with Ministry of Community Development and Social Service (MCD&SS) and Disaster Management and Mitigation Unit (DMMU), in implementation of Social Cash Transfer, other social safety nets and Disaster Risk Reduction support that contribute to Sustainable Development Goal 2 Zero Hunger.

Develop options for framing WFP assistance to national social protection in Country Strategic Plans for 2019 – 2023.

Oversee implementation of WFP support to Government social safety net programmes increasing integration, collaboration, and shock-responsiveness of programmes.

Support the Zambia country office in the strategy formulation, design and monitoring of programmes and in DRR, such as climate adaptation and resilience building.

Provide specific technical advice, or mobilize technical expertise, for specific climate risk and related resilience analysis to support regional and country level efforts in advocacy, policy, programming and resource mobilization.

Support WFP’s policy engagement at national fora to reinforce WFP’s role and added value, its services and capacities, in relation to DRR, climate adaptation and resilience building.

Expand dialogue with relevant Government partners to better understand capacity development needs linked to and how WFP can better support these needs.

Increase collaboration with non-Government partners and other UN agencies to strengthen overall capacity development portfolio.

Support and contribute to development of the country strategic plan, funding proposal and other related funding concept notes.

Contribute to Country Office Emergency Preparedness, such as early warning, risk analysis, and contingency planning in order to respond to humanitarian crises and needs.

Perform other tasks as required.

Standard Qualifications

Displays ability to identify the main hunger problem at the national or subnational level to design and implement context-specific programmes that integrate complex analysis and the full range of food assistance tools.

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses

National Professional: Fluency (level C) in English language and the duty station’s language, if different

Demonstrates the ability to design, implement, monitor and provide oversight over effective and efficient programmes deploying different transfer modalities.

Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.

Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific approaches

Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes
