Save the Children uses a holistic approach to help us achieve more for children, and to use our resources in an efficient and sustainable way. Local Consultancy for data Collectors for an assessment of district level coordination in Zambia Rising project sites:



• The purpose of the documentation exercise is to generate knowledge on the district structures for documentation, learning and replication of similar approaches that provide evidence of success as well as documentation of any challenges/remaining gaps

• The objectives of the assessment are to document the successes achieved, challenges/ remaining gaps faced by the Zambia Rising project’s support to district coordination structures and individual District Child Protection Committee members

• To assess the capacity of the district structures in developing and reviewing the joint multi-sectoral work plans, M&E plans, data dashboards and using the data for decision making; the ability of the district structures to coordinate district stakeholders including private sector engagement and contribution to district planned activities; to identify a “minimum package” for successful coordination at district level that the Government can learn from for future scale up

• To identify promising strategies and interventions from the project to build sustainable district coordination structures and to identify and document best practices and promising approaches in the implementation of activities for children and adolescents using the district structures

• The data will be collected in eight districts across five provinces namely: Luapula, Copperbelt, Southern and Central provinces with the addition of one or two comparison districts.

Scope of Work

• Inception meeting with the Zambia Rising management and assessment teams;

• Assist in refining the data collection tools during the training for data collectors;

• Participate in the pre-test of the data collection tools;

• Assist in refining the data collection tools based on the pre-test;

• As part of the assessment team under Zambia Rising, conduct data collection using the agreed methodology and tools;

• Clean the qualitative data scripts in preparation for analysis;

• Participate in meetings/trainings with the Zambia Rising team in preparation for the data collection visits;

• Participate in any analysis, additional data collection or reporting as needed.


• Pre-test of tools conducted;

• Data collection visits conducted;

• Consolidated and cleaned data scripts submitted;

• District assessment report produced based on the report structure to be provided.


• Zambia Rising envisage the assignment to be conducted largely through field data collection by talking to the relevant beneficiaries of the project interventions which includes the government line ministries, civil society organisations and private sector organisations in addition to review of literature


• Minimum of a first degree in Social Sciences, Social Services, Health or equivalent in experience;

• Demonstrated experience and provision of technical assistance to USAID Orphans and Vulnerable Children programming in African contexts;

• Good understanding of PEPFAR interventions related to OVC programming, understanding of the Zambian context and Save the Children OVC Systems Strengthening interventions in Zambia;

• Experience in organisational development and capacity building approaches, result-based management, as well as strategic planning;

• Experience in conducting assessments and project evaluations;

• Experience in working with development partners, NGOs, central and local government;

• Analytical, communication and English report writing skills;

• Excellent facilitation skills and;

• Fluency in spoken English and any of the three languages spoken in the data collection sites, namely; Nyanja, Bemba and Tonga.

Reporting structure

• The consultants will report to the Zambia Rising project Monitoring and Evaluation Advisor to report on progress made on the various tasks until the assignment is executed in full

• During, the field work, the consultants will be supervised by the Zambia Rising staff that they will be paired with

• After the data collection exercise, the consultants will submit the data scripts to the field supervisor who will review and submit to the M&E advisor


• The consultancy will require seven (7) working days including two (2) days training, five (5) days for data collection and two (2) days for cleaning the scripts and writing the field report

• The timeframe will be from mid-February 2018 to end of February 2018
